You may want to search the archives on the subject. There was a rather detail discussion of a variety of air scooping devices about a year ago. There was one character who apparently knew what he was talking about. Long and short of it, the Vanagon scoops were almost as good as you could get. Adding some sort of scoop or ear to the existing scoop creates a pressure wave in front of the scoop, breaking the laminar flow into the scoop.

The dude who knew what he was talking about mentioned how 99.9% of scoops on production cars, as well as IMSA and Indy cars are concave "laminar flow" scoops, like our Vanagon, rather than old-fashioned convex scoops, like you'd stick on the hood of your 6.6 liter Trans Am.

If you force enough air into the intake, it would tear the air filter. I don't know if such scoops would force enough air in to do that, but it's something to keep in mind.
