Normally that "hole" is plugged with a blank plastic plate.  If you add fog
lights, it makes it relatively easy to may it look nice and stock.

I'm guessing that there was probably a dealer-installed option that included
the switch and some Bosch fog lights (like I had on my old Scirocco)
