If you replaced the brake pads without having the disks replaced/resurfaced then you may need to 'seat' the new pads before you have full braking restored. The method I use to 'seat' new pads is to apply the brakes hard from 60 mph (100 km/h) to a full stop; immediately release the brake (so the heat doesn't fuse the pad) and sit for a few minutes. Then repeat this sequence once or twice more. Now you pads and disks are 'seated' or 'worn in' so that the grooves on the disk are matched by recesses on the pad. You should notice the difference.
