What exactly is binding? I have disassembled, cleaned and (carefully) reassembled mine and there does not seem to be too much that can go wrong.

If the throttle stop is not adjusted correctly the throttle valve can stick in the throttle bore.

The actuator assembly, to which the accellerator cable attaches, can get dirty and dried out. It needs to be cleaned and lubricated.

And last but not least, there is an external return spring that needs to be in place. If it is missing your will have idle return problems.
