It should be possible to fit inertia reels for the outboard passengers, though you'd need reels that bolt to the high mounts and can work inverted. I fitted early-80s Mitsubishi Mirage (whatever they sold as in the US...Colt?) reels to my 89 Corona's rear pillars. These reels are mounted upsidedown in the Mitsi. I'm thinking of doing this in my Caravelle.

For short front-seat folk a hanging adjuster could be fitted. My 88 SR31 Skyline 4-door pillarless had hanging loops which were adjustable, and I think bolted to normal belt mounting points in the roof.
