I'm no expert on things electrical....but you may INDEED want to check the pop open the housing and make sure that one of the wires is not shorting out on the metalic reflector backing inside! I had some similar fuse blowing problems with my Hella foglights initially and that turned out to be what was going on. The insulation around those internal wires isn't great, and they can get crammed up against the reflector when you close the casing..... I wrapped some electrical tape around the wire & solved the problem.....
