The wattage of the phone will not make a difference in the signals your phone picks up, the quality of the antenna will. A bag phone is nice until your van battery dies and then you are stuck with no phone. Unless you wire an accessory plug to the, well, accessory battery. If you have an accessory battery. A hand held cell phone with a car-plug adapter is ideal - this will make sure you always have a charged battery.

A lot of cell phone service providers will not require a contract if you already own a phone. The contracts are usually required to pay back for the 'discounts' on you new phone purchase in conjunction with a new service. Buy a used cell phone, a dual-mode analog-digital is best since digital only may not work in the country, and get service without a contract. An external antenna, the kind that sticks to the outside of your car glass, should extend your range.

Keep in mind that there are always no-service areas regardless of your cell service provider, and expect them when traveling.
