Phaedra, it's a low-pass filter, i.e. it does not allow extremely rapid changes in the signal from the AFM to the ECU. It was made to correct a bizarre situation where the AFM would go into mechanical oscillation and confuse the ECU, but it also traps spikes from a worn-out AFM. Along with cleaning and maybe relocating the carbon track in the AFM, can eke out a lot more life from a tired AFM. A cheaper way to accomplish the same thing is to wire a 22Uf 25V tantalum capacitor across the signal leads of the AFM. The VW cable is easy, but expensive.
