This "harness" is six-inch length of cable with a little box in the middle and a connector on each end. It plugs between the AFM and the cable that would ordinarily go straight to the AFM.

2 Checked hesitation/deceleration prob: needs updated throttle > switch.

It may need a throttle switch, but that's not the same as the above-mentioned AFM fix. The throttle switch indicates both closed-throttle and wide-open throttle. Early engines used two switches for this, clearly visible around the throttle body. Later ones (starting sometime in '85 I think) have an unobtrusive unit with a single internal switch, mounted underneath the throttle body. Do you have a Bentley?
