Robie, You use both tanks. The expansion tank is the one under the engine hatch that can be accessed only by removing the hatch. The overflow tank can be reached through the license plate door. With the engine cold, remove the expansion tank cap, fill the tank, install the cap, and close the hatch. That's it. To service the overflow tank, just open the license plate cover.
