It drains into the gravel in their lane to keep the dust down.
The same, thing the townships, and county's do on all the roads down
there.
I think they have another word for it though-- Macadam.
So when the individual does it it is illegal, and when the local govt.
does it , it just uses another word so it must not be so bad.
