An interesting side note: When I lived in Austria they did not salt the roads. They did in the big cities, but where I lived the roads got plowed and then they spread kind of coal-rock - it's what's left after the coal burns. Over time the roads had about three inches of rock-solid snow with these rough 'rocks' embedded in it. It was good for traction. In the springs road crews swept up the leftover rocks and stored them for next winter. No salt, no rust, just tire chains and driving skills.
