Interesting - I just bought a '92 Jetta with no owner's manual. I was concerned because the radiator fan comes on at HIGH speed whenever I turn the a/c on. Just adding my two cents here. But I'm glad to know that the a/c compressor will kick off if the engine temp gets high enough to need the high speed on the fan. Otherwise I'd be freaking out thinking that my a/c had just blown. Here in Florida, a/c is a necessity (tho I've been without it forever - hence, the 'new' Jetta).
