There's a very large "screw head" on the throttle body that controls the idle; it's a bypass and it's temperature independent. Other components of the FI system, notably the aux air regulator, help set idle when the engine's cold.

But... the idle adjustment screw is the last, *the very last*, thing you mess with in this situation. The way the FI system "self regulates" means that, in theory, a Vanagon could go its whole life without having this screw adjusted.
