It is due to an influx of spam that was being posted to the list. Tom Carrington, not wanting to tighten the posting rules, decided to take on the responsibility of intercepting all messages from unrecognized accounts and forward only those that did not contain spam to the list.

You must have been offline and missed the brouhaha over how to deal with the problem.
