This sounds like the problem I am having in my 86 Syncro. The clicking could be the solenoid clicking on, fuel pump buzzing.... I would try starting 5-6 times w/o effect. Then I would wiggle the key a few times in the hope that the (probably) defective ignition switch contacts will make contact. After this procedure it starts with a 2 second delay. Then it's fine until the next episode. I've been too lazy to check the ignition switch. I just wiggle away.
