The fuel gauge sender is located on the left, behind the tire and upper spring mount. The insulation doesn't cover it. You will need to remove the carbon canister that is clamped to a bracket at the front of the spring mount, then you will see the sender, which is approximately 6" in diameter, and held to the tank by 6 bolts. First in diagnosis might be to disconnect the wiring plug at the sender and ground the colored wire (not the brown one, which is the ground wire) to the van body. If the gauge goes full up, then the fault is in the sender. If not, the fault is in the gauge most likely. The sender can be removed IF the bolts will come loose, a lot of them I've seen are very rusty at this location.
