Try Jack's plastic Welding in one of the big cities in New Mexico. Search engine should find them. They sell some huge heavy duty waterproof bags for whitewater rafting that may well slip over your existing luggage and have adequate tie down anchors for car topping. Lot cheaper than multiple Rocket Boxes.
