I circled Lake Michigan clockwise last year in an '85 Cabriolet. In northern Wisconson I developed brake slave cylinder leak and so looked in every town of any size (not very many of them) and could not find the parts in stock until I got to Grand Rapids, MI. My gut feeling . . . a fantastic trip, but you're largely self-sufficient in a VW in the UP. Enjoy.
