I think this really needs to be rephrased. Engineers are paid to make an engine. Yes I can agree with that part of the statement. Now how much money is a company going to spend to make any given engine? They have to consider their market. BMW, Mercedes, and Porsche have vehicles made for people with more money, so those companies can spend more money engineering their engines. Volkswagen is a car for the masses, for the people. If they engineered their engines to the same degree, then the masses could no longer afford their Volkswagens. Engineers are paid, I agree with that too, but Engines are also bought, and that is part of the consideration in how much engineers will be paid to engineer an engine.
