Robie; Remove the radiator fan switch. Plug hole. Now look at the end of the switch that stays submerged. Is it coated with crusty white crud? Then the interior of the radiator is also. I recommend you find someone who can "blast it out". Involves heat and sonic pressure. You will have to take the radiator to them. Cost me $25. While you are at it test the fan switch in boiling water. Alternately you could try driving with you heater on. If no steam , again, radiators's bad.
