I don't think so.  Contrary to all the conventional wisdom about sucking crud off the bottom of the tank, when your "run out of gas" there is still some gas left in the bottom of the tank.  How much?  I don't know but I would guess about 1 gallon (US).  How do I know?
Last week end I took out my gas tank (nasty job but necessary) and replaced the seals and cross over tube.  I drained out all of the gas that would come out of the tank nozzle (simulating running out of gas).  There was still plenty of gas sloshing around inside of the tank.  At that point I dropped the tank and siphoned out the last gas and donated it to my lawn mower.
I guess that the tank nozzle does not go all the way to the bottom of the tank.
