In Europe the signal markers of VWs are just signal markers. When you click the light switch on to the first position the signal lights stay off. In the E Code headlamps there is a 5W to 7W bulb below the H4 bulb that comes on in position one. These are park or standing lights. If you were to wire your turn signal up "correctly" they are also directional park lights! Meaning that if you have the key out of the ignition, lights turned off and the signal lever in the down position the LEFT park lights would come on, or vice versa if the lever is in the up position - this is so they know which side of the street you have parked on if you park on a ein weg strasse.
