Unfortunately, this is true of many businesses... I run a video production
company and while I don't bust my knuckles, I have spent many hours doing
bids for people who don't even respond when the quote is presented.  It's
just part of the job... you win some and you lose some.  Have to agree
however it can be frustrating.
