No. It goes in the center. Mark, Go to the hardware store and purchase a strip of 1/4" thick aluminum flat bar. Then fashion yourself a custom bracket for next to nothing. (Use stainless fasteners for best effect.) I did this same thing when we moved to VA from PA. and it looks great. Easy to clean behind as well. For easiest attachment to the bumper use the stock bolt holes and drill the plate to fit them. (You'll only have to do this once until you change plates!) (Imagine two 6-8" pieces as the verticals with one horizontal piece across the bottom of the plate.) Cheers, Dave C.
