Jenny,

First, check that the problem isn't a simple adjustment: there is a microswitch on the bottom of the throttle body that must close a circuit for the idle stabilizer to operate. Verify that it is working by listening for a barely audible 'click' when the throttle returns to the idle position (engine off) or by using an ohmmeter to check it's closing electrically. It is adjustable by loosening a small allen-head screw above the switch on the throttle body, and then turning the other small allen screw until you can get the switch to 'click'. If that is fine, then another cheap fix to try is to remove the idle stabilizer valve, and clean it internally by spraying 2+2 carb cleaner into it's orifices, and reinstalling. If this still doesn't work, then you can safely disable it by disconnecting the wiring plug to it, and adjust the idle speed to a reasonable setting via the large screw atop the throttle body.
