I have a copy of the official recall notice, dated February 1994. It is Campaign SU, Campaign 93V175000.

29,500 Vanagons are covered, all of those with factory air (with center ducts, which obviously excludes Westys) built from August 1985 to June 1991.

This seems to me to cover all 1986-1991 model year (non-Westys) that have factory a/c.

If your dealer is recalcitrant, the Recall Notice says to contact VW U.S., Inc., Customer Relations 3F02-SU, 3800 Hamlin Road, Auburn Hills, MI 48326, (800) 822-8987.

You might as well get the recall done prior to the ducts crashing down (as happened to me a few weeks ago). The only negative I can think of is if hundreds of Listees and their friends suddenly demand the recall, VW may run out of the repair kit, at least temporarily. However, wouldn't that be a tribute to the power of the List? Let's go for it!
