Ok, you know that your problem is in the burner system, and that your mixture is too rich. You can open the burner box and operate it with the flame out in the open. First run your 11" WC gas supply straight to the orifice at the burner, and light the flame with a match or whatever. If it's yellow, you are getting too much gas or not enough air, and there are only two components there -- the orifice and the burner tube. One of them is bad. If it's blue then button up the burner box and try again. If it's now yellow, you have a restriction in the flue/intake system.

Forget about the cooling part of the system, it's got nothing to do with it.
