Freeze the tar with r-134 freon and chip it off. Works for gum, candle wax, etc.

I've used acetone with good results removing gum on the upholstery of an 1987, it evaporates quickly and has a chilling effect. Makes the gum hard and brittle so you can pick it off. May work the same with tar. The acetone did not seem to affect the fabric.
