Get rid of bad tires, as this problem may be the start of detreading leading to tire disintegration...it's happened to me. Jack the front end and spin the tires by hand. Viewing from in front, sight along one sidewall, then the other, looking for bulges as the tire rotates. Then, viewing from the side, sight across the tread surface for bulges here. If in doubt, try replacing one front wheel with your spare. If it still shakes, it's the other tire!
