Generally, when you register they will give your vehicle a visual inspection to make sure no smog gear has been disconnected, and you will have to pass a smog test.

The smog test will be to make sure your vehicle complies with the standards for its manufacure year and type (e.g. 1989 federal)

They used to have a $300 smog-impact fee for out of state vehicles, but that has been ruled unconstitutional and is no longer collected.
