Thank you to all who replied to my request for help. I found one stud
broken off and the other (passenger's side) missing. Someone had tried to
work on this problem before as hole for missing stud was tapped for 5/16 x
18 instead of the metric 8 mm coarse. I thought I would be all set as I had
Heli-Coils, drills, taps, etc., but the crossover pipe would let me get
things at the right angle. Fortunately I had an 5/16 x 18 stud in one of my
parts jars. I got that in, put the bracket on and got the nut finger tight
as I could not find a way to get a wrench on any sorts on the nut.
