It is doubtful that the oil filter would hold an "inchworth" of crankcase capacity. At the risk of being banal, the van should be sitting as level as practicable. To take an oil level reading, do not insert the dipstick immediately after you have wiped it off. Wait a few minutes or at least as long as you can stand it. When the dipstick is removed, it brings along some oil which clings to the dipstick tube and which can obscure an accurate reading. It is a minute amount, still, a little time is needed for this oil to drain into the crankcase.

When I change oil, the first thing I do is to pull the dipstick until I have filled the crankcase. Then I can take a clear reading. Whenever I plan to check the oil when refueling, I pull the dipstick before I start pumping fuel. Another good time to check the oil level is after a vehicle has sat overnight. Then, you do not even have to first wipe off the dipstick.
