Unfortunately not. The relay supplies power for wipers, rear defrost, heater blower. If any of those work reliably then the relay is not the problem.

For the heater, the two low speeds run to two taps on a 60-watt resistor located inside the blower housing. If they're both erratic it could be the switch (swap with rear heater switch to see or just jumper the contacts) but my guess would be that the output tap on the resistor has come adrift. Sorry...
