JC Ripme says that because it's a Federal offense to "transport" a disposable cylinder that has been refilled, as you can read on the side of the cylinder. I'll leave it to the interested reader to find out what the Fed means by "transport." No doubt it's in here somewhere: http://www.access.gpo.gov/nara/cfr/index.html#page1
