Yes, toss them in the trash (but recycle the metal) and buy yourself a newer set ('85 on) of captain's chairs from one of the list vendors or a junk yard. You don't say what year your bus is, but I'll bet it is '84 or earlier. Those seats were junk, a holdover from the type II. I scrapped mine about six years ago and replaced them with a nice set from an '85. Much more comfortable and sturdier seats, and much more foam padding.
