Yes. I am assuming that you have already removed the rubber bump strips from the bumper and discovered the two bolts, one under each bump strip. Of course, you must remove the plastic bumper endcaps before unbolting the bumper.

BTW, once you get the bumper off you will see four sets of three holes in the sheetmetal under the bumper. These holes come predrilled from the factory to accept VW factory auxilliary light mounting brackets, part # 251 951 185. I installed a set of these on my 84 Westy when I mounted a set of Hella 500 fogs. Very robust and clean installation, no drilling into the bumper.
