It's unclear to me if this is just a cold idle problem or all cold situations.

In any case, you could start by replacing the Temp 2 sensor which is on the thermostat housing.

If that doesn't fix the problem and the problem is only at cold idle, then you might move on to testing the idle stabilizer valve and idle stabilizer control unit.
