Crossing State Lines, let alone Country Borders, to avoid payment gets the Feds involved I believe. Get the local police to follow to the van, wherever it is and seize it. Or, take some buds and do it yourself. (While this is illegal on the face of it & I can not condone it publicly, it might be effective. The old 9/10ths rule.) Let the whomever the previous owner is apply for it's return after debts have been settled. Flight to avoid payment is not excusable. This smells like larceny 'aforethought'.
