I just had my instrument cluster out and changed several of these bulbs. The have a bayonet base and just twist out. I used a pair of parallel jaw pliers to hold them. The white thingy stays put!

Sorry I don't have the part number but I got a six-pack of them for my panel and it was only a few bucks. Got from CamelBack in Tucson, AZ.
