Currently beetles are being imported legally into the us from Mexico. This is done by using a US's beetles pan and vin #. They rebuild the pan and put new body, interior, and engine on it. So when you get your brand new beetle it is actually title as a 72 or whatever pan you use. I imagine this could be done with a van as well???? A little more work. Or find someone who will switch all vin #'s.
