As to the unknown spring and arm, I have factory cruise on my 91 and it doesn't utilize this mechanism; I have one too and it isn't connected to anything.

I have seen similar apparatus on governor controlled engines; and my guess is that is such a governor type device. If I'm not mistaken the arm will pull the throttle valve closed, but will not push it open.

As to gaping the micro switch, .002-005. tolerance, That may be the range of control available by the opening gap of the throttle butterfly. In other words after that amount of movement, more air is able to flow past the butterfly, and the engine is at a higher RPM, so no need for the Idle stabilizer to try and correct. MY guess.
