No, because if it were the other lights wouldn't work either. While the lights *aren't* working, follow the voltage around the circuit. Should be some consistent voltage (varies with dimmer setting) up to the lights, then close to zero after. Where it stops is the problem. If you have voltage after the lights, bad ground. My first guess would be the panel connector.... No books here, can't be specific. d
