Subject:      VERY high idle when starting

Upon starting a friends 91 Vanagon the the engine revs REALY HIGH. As soon as it is started it sounds like the gas pedal is pushed to the floor all the way. I have not told him to keep it started cause it (have heard it over the phone) sounds as though if you leave it started it will just hit peak Rpm's and not sure if it auto shuts off, or blows when this happens. So have him turn it off immediately.

I had the friend check where the acellerator cable attaches to the engine under the cover in the back. When you push the throttle open it snaps back like normal. Does not appear to be locked in any position, seems normal. Has anyone ever had this happen b4??? This vehicle does have Cruise Control, but it has not worked in years...
