Larry, I have a similar problem in the cold. My knees ache, my hands ache... oh my bus. Yeah, it takes some time for the fuel pump relay to click on. If i'm in cold weather I will turn on the ingition and leave it on for about 8 or 10 minutes. That is usually enough time for the relay to click on, fire up the fuel pump (you can hear it hummmm) and allow my beasty to turn over. I replaced one of the relays but got no change- maybe i should swap out both? In my rig (84) the relays are in a black box just over the coil on the left side of the engine compartment. Hmmm, maybe it is not the relays that are the problem? But i do know that when they fire, the fuel pump humms and i can turn her over and drive away, CHeers and good luck Matthew
