Could it be that the 300 mile per tank person is using a 22 gallon tank?
The best I've done with my '85 Westy 1.9L/automatic is 18 mpg on the highway cruising in relatively flat country at 60-65 mph or about 270 miles to the tank (but I'm not brave enough to go that far!). I've heard of non-Westy's getting 22-23 mpg on the highway.
