http://www.delight4u.com/citrus.html These folks have mandarin orange oil -- if you dissolve some in some Ever-Clear (grain alcohol) or 100-proof vodka you should get a usable extract. I don't know whether the flavor would be exactly like a commercial extract. That was what I came up with in a quick-ish search, by no means exhaustive.
