Bryan there are a lot of variables. First the 1.6 "style" head you and I
have; I've heard that it has smaller valves and may or may not be "turbo",
haven't yet found the Part# to cross to anything.The CA company was probably
Eurospec in Gilroy and not very forthcoming with information. You will
probably want to go with the TD pump rebuild if you need to and have them
swap throttle arms for you before they calibrate it (Vanagon is different).
Then you can deal with the engine cover clearance problem and just run NA
while things sort out. Don't know about calibrating the 1.6TD pump to 1.9TD
specs because the 1.9TD pump is different. Ditto the injectors. We're
dealing with a hybrid using the 1.6 style head and 1.6 inj pump and trading
relatively low cost and simplicity against the higher cost of a true 1.9TD
motor. Good stock 1.6 NA injectors if running NA or 1.6TD injectors if turbo
are probably OK for what you and I are doing.
As for swapping for Quantum manifolds try running a wanted or wanting to
trade ad on both this list and the Diesel Fans list. Worked for me. Besides
Martin, Mark Drillock, among others, has been very helpful to me regarding
TDs.
