This happened to me. (l assume you mean the foot well heat ducts)

I attempted to replace the insulation using sticky-back closed-cell foam which quickly blew right off. So...I duct taped both openings, fully expecting to rip the tape off come winter. That was around four years back and I haven't gotten around to removing the stuff yet. Have I mentioned that the bus is not a daily driver and that I live in Atlanta? <G>

BTW, I have also removed that &*%! heat exchanger that normally lives under the rear seat.
