It's unlikely that the resistor is causing the problem. On high speed it is not even in the circuit, so if you are having problems at this switch position it cannot be caused by the resistor. Anyway, when a wire wound power resistor goes sour it usually changes resistance big time as in going to infinity from an open winding. Your problem is more likely in that cheap blower switch. They seem to be underrated and I have seen their switch bodies start to melt from the current. Pull the switch connector and use a jumper to check if that is the problem. The hot wire into the switch connector is either black with a yellow stripe or black with a red stripe. You can't do any harm going across the wrong terminals.

A bit nippy out there? Boy is that an understatement.
